美SEC主席：将推动链上资本市场改革，明确数字资产证券边界
Odaily星球日报讯 美 SEC 主席 Paul S. Atkins 在 2026 年里根国家经济论坛发表讲话时表示，U.S. Securities and Exchange Commission 正推进“SEC 新时代”监管改革，重点包括推动数字资产监管现代化、促进链上资本市场发展，并支持美国成为“全球加密中心”。
Paul Atkins 批评此前 SEC 对数字资产行业采取“监管敌意”，称大量加密创新因此被迫迁往海外，他表示在特朗普政府支持下，SEC 已启动“Project Crypto”，并与美国商品期货交易委员会展开联合合作，以推动市场基础设施上链（on-chain）与加密监管协调化。SEC 近期已明确哪些数字资产属于证券、哪些不属于证券，并正在推进针对“代币化上市证券（tokenized listed securities）”的创新豁免机制，同时研究链上交易系统如何适用于现有监管框架。
此外，Paul Atkins 强调 SEC 将减少“过度披露”与监管负担，推动“Make IPOs Great Again”改革，包括降低上市公司合规成本、提高 IPO 灵活性，并正式提议撤销前政府时期推出的气候披露规则。美国资本市场未来应建立在“自由市场与创新驱动”基础之上，而监管机构的职责应是提供明确规则与法律确定性，而非压制技术发展。
